Abstract

The article analyzes modern processes that are inextricably linked with the phenomenon of globalization. Attention is focused on various theoretical and methodological tools, with the help of which the main global trends are identified (globalization, deglobalization, glocalization, regionalization). A critical analysis of Marxist and civilizational approaches in the consideration of international topics is carried out. The main focus of the article is on aspects related to the construction and positioning of the new international subjectivity, which differs significantly from the actors of the XX century.

Abstract

The article is devoted to the issues of transport and logistics policy of Iran in the South Caucasus region. Particularly, were reviewed the factors influencing the formation of Iran’s priorities in connection with the “North – South” ITC and the “West – East” ITC, the main priorities of Iran’s transport and logistics policy in the South Caucasus region in the context of intensifying relations with the EAEU, India and China, as well as the alignment of geopolitical forces in the region after the 44-day war in Nagorny Karabakh. Also, Iran’s initiative to implement the “Persian Gulf – Black Sea” ITC project is being considered in the context of the current geopolitical situation in the region and in connection to other transport and logistics projects in the South Caucasus region.

Abstract

In the context of the growth of traffic volumes between Europe and Asia, the development of international transit corridors, rail transport plays a key role, as evidenced by its share in the total volume of cargo transportation and cargo turnover of the EAEU as a whole and in the context of the participating countries. The expansion of transport potential within the Union is realized through intensive construction and modernization of existing communication routes, the creation of transport infrastructure facilities.
Within the framework of the presented scientific article, an analysis of infrastructure design solutions aimed at the development of the transport industry implemented within the framework of the EAEU is carried out, which allows identifying weaknesses and offering effective solutions. In order to attract additional investment funds, the authors proposed to provide an investment component in the transit tariff to finance the development programs of the EAEU infrastructure complex.

The article presents the periods of formation of international legislation on non-tariff regulation, as the most important historical aspect of foreign trade, analyzes the main international classifications of non-tariff measures. A comparative description of the purposes of application of non-tariff restrictions in accordance with the GATT and the EAEU is carried out.

Abstract

The article is devoted to the analysis of China’s policy in Latin America on the example of China-Panama relations. In 2017, President of Panama Juan Carlos Varela severed diplomatic relations with Taiwan and recognized the PRC as the sole legitimate representative of all of China. Following this, countries initiated a series of high-profile infrastructure projects to be implemented by Chinese companies as part of the Belt and Road Initiative. The article provides an analysis of the development of interaction between China and Panama in 2017–2021 and considers the factors of rapprochement and cooling of relations. Particular emphasis is placed on the study of the implementation of the main Chinese projects in Panama.

Abstract

Currently, digitalization processes, diffusing into the management structure of modern organizations, form a new technological platform (convergent), connecting information, cognitive and managerial technologies in the system of operational and strategic management. In its highest form – an integrated digital organization – convergent processes create sustainable competitive advantages, the need for which is dictated by the increasing role of human resources in creating the values promoted by the organization in the external environment. In other types of organizations (non-digital, quasi-digital), convergence of technologies is not possible, which creates additional incentives for them to digital transformation. This article analyzes the types of human resource management convergence, in conjunction with its dialectical opposite – divergence. As a result, a typology of human resource management was developed (divergent, quasi-convergent, non-strategically and strategically convergent), which are in constant transformation. A mechanism for the convergence of human resource management is presented, which includes goals and objectives, tools for the implementation of digital technologies and the expected results of this process.

Abstract

The article analyzes the features of China’s interaction with Djibouti within the framework of the One Belt, One Road Initiative (OBOR). The purpose of this article is to identify not only the reasons for China’s interest in expanding cooperation with Djibouti, but also to consider promising areas of cooperation between the countries. The article confirms the thesis that the new policy of the fifth leadership of the PRC, headed by Xi Jinping, “turned the pages” of Deng Xiaoping’s precepts and actively switched to the construction of alternative US-centric port systems to project Chinese power in the Indian Ocean, which is also a zone of confrontation between China and India.
The theoretical basis of the study was the theory of “power transition” (Power transition theory), which is predetermined by the increasing competition of foreign states in Africa, including between China and the United States. The methodological basis was the works of A.F. Organsky, J. Kugler, D. Lemke, R. Tammen. The article focuses on the 8th Ministerial Meeting of the China-Africa Cooperation Forum 2021, new contours of cooperation between countries, including the fight against Covid-19. The author believes that despite a number of difficulties, including the influence of external factors, the parties will only increase interaction within the framework of the Maritime Silk Road of the 21st century. Among other things, the Chinese side will continue to pay great attention to the development of South-South dialogue between the PRC and Djibouti. The new struggle for Africa that has unfolded between the traditional and new players on the continent will stimulate China to build up its presence in the region.

Abstract

The article examines the main aspects of the influence of the historical and near-historical policies of the states of post-Soviet Asia on the domestic political life in these sovereign republics. This influence is multifaceted and the theme of memory policy as an integral part of the country’s ideological policy on the part of the official authorities of the countries of the region is in a complex interaction with the use of complex issues of the country’s recent history by various opinion leaders and population groups outside the structures of public administration. Due to the desire of the authorities of the Central Asian countries, civil activists, media (primarily online), NGO structures, historians and publicists to disguise political, opportunistic interest in using historical topics to solve various domestic political problems, many aspects of the process that can be called “memory wars” are hidden from scientific research. The present text is also an attempt to consider the degree of influence of historical politics on the formation of new ideological foundations for the existence of political systems in the republics of the Central Asian region.
