Questions of foreign policy orientation or a change of foreign policy course have been an integral part of the political discourse around the coming to power of Nikol Pashinyan’s team from the very first days. This topic was most acutely raised in 2018 – during and immediately after the “velvet revolution”. And if in 2019 and 2020 the emphasis in this discourse was placed on conducting an illiterate foreign policy, then after the 44-day war, and especially since the beginning of 2021, they began to talk about the reduction of international subjectivity and the restriction of Armenia’s sovereignty.

This article is devoted to a subject that has occupied, both in the past and now, a special place in the system of international relations. The Constitution of the Russian Federation has always been and remains the fundamental supreme document that extends its legal force to all the constituent entities of our country. The special characteristic of this legal instrument is that it has supreme legal force. It follows that the publication of all subsequent regulatory acts should not contradict with the Constitution of the Russian Federation. That is why, in the context of the development of international cooperation in the field of transport and the further growth of relations between states to promote cooperation, to adopt and ratify new international treaties, there is a need for a detailed analysis of the amendments, submitted on March 14, 2020. In fact, prior to the amendment of our country’s main normative and legal act, the norms of international law took precedence over the norms of national law. In the case when certain conditions regulated by an international act had not been stipulated in national law, the rules of international law that had priority had come into force. This provided an opportunity for international cooperation in various areas of society, including transportation. In the current circumstances, with the introduction of amendments to the Constitution of the Russian Federation, the primacy of the norms of international law has been revised. In order to have a clear understanding of the rules of the game in the international arena, it is necessary to consider, within the framework of legal aspects, the role and significance of international law in the national legislation of the Russian Federation and to suppose the prospect of international cooperation.

HISTORY
In the article, the author reviews the works on the historiography of the Russian urban craft in the second half of the XIX century. The author is convinced that three periods are clearly manifested in this direction, each of which has its own controversial issues and scientific discussions. Nevertheless, it is obvious that the authors of the considered works highlight the active growth of the Russian economy in the post-reform period, which in turn puts forward a number of important socio-economic problems: the place and importance of small-scale industrial production in the conditions of the formation of the industrial economic system of pre-revolutionary Russia.
DISSENTING OPINION
The article examines the main trends in the activities of non-governmental organizations (NGOs) in Moldova, their roles and places in public life in the republic. Particular attention is paid to the involvement of NGOs in the political process, which contradicts the main purpose of such organizations as the leading element of civil society, designed to defend the interests of the main segments of the population in relations with the state. Ultimately, this leads to the rebirth of NGOs, which become a convenient tool in the political struggle.
