Показано, что эффективность цифровых коммуникаций определяется не технологическим уровнем, а степенью их встроенности в систему публичного управления. Обосновываются возможности и ограничения адаптации зарубежных практик цифрового диалога в российском политико-администра тивном контексте.</p></abstract><trans-abstract xml:lang="en"><p>The article examines international practices of digital dialogue between government and society in the United States, Europe, and Asia from an institutional perspective. It demonstrates that the effectiveness of digital communication depends not on technological sophistication but on its integration into public governance structures.
