Ожидания, что гражданское общество в России будет развиваться так же быстро, как в западных странах, оказались несоответствующими реальности и привели к тому, что отечественные ученые практически перестали обсуждать проблемы, связанные с формированием гражданского активизма. Однако генезис и развитие гражданской активности и формы ее воплощения опосредованы культурными традициями, формируемыми не только опытом непосредственно предшествующего исторического периода, но основаниями складывающейся социальной общности, ее институциональными особенностями, вытекающими из культурного контекста и имеющими качественные и темпоральные измерения.В статье автор дает объяснение низкой гражданской активности в постсоветской России, анализирует особенности формируемого российского общества и его отличия от демократического процесса на Западе.

Expectations that civil society in Russia will develop as quickly as in Western countries turned out to be inconsistent with reality and led to the fact that domestic scientists practically stopped discussing problems related to the formation of civil activism. However, the genesis and development of civic activity and the forms of its implementation are mediated by cultural traditions formed not only by the experience of the immediately preceding historical period, but also by the foundations of the emerging social community, its institutional features arising from the cultural context and having qualitative and temporal dimensions.In the article, the author explains the low civic activity in post-Soviet Russia, analyzes the features of the Russian society being formed and its differences from the democratic process in the West.
