Вопросы, связанные с реформированием местного самоуправления в Российской Федерации, не теряют своей актуальности уже около двадцати лет. Одним из важнейших аспектов проводимых реформ является видоизменение выборных процессов муниципального уровня и введение обязательного использования избирательной системы партийных списков. Конституционность применения пропорциональной системы на муниципальных выборах всегда оставалась весьма спорной из-за особого статуса местного уровня власти, что позволяет говорить об актуальности проведённого исследования.
Issues related to the reform of local self-government in the Russian Federation have not lost their relevance for about twenty years. One of the most important aspects of the ongoing reforms is the modification of the electoral processes at the municipal level and the introduction of mandatory use of the electoral system of party lists. The constitutionality of the application of the proportional system in municipal elections has always remained very controversial due to the special status of the local level of government, which suggests the relevance of the study.
