Статья посвящена исследованию эволюции циркулярной экономики со сменой ее итераций от 1.0 до 3.0, которая представлена как определенная структурная трансформация. Рассмотрены структурные элементы циркулярной экономики R0-R9, применительно к коротким, средним и длинным производственным цепочкам. Определено, что эволюция циркулярной экономики связана с ее распространением в структуре национальной экономики – от добывающих к обрабатывающим и далее – к высокотехнологичным отраслям, а также от крупнейших корпораций к среднему и малому бизнесу. Проведенное исследование показало развитие в России циркулярной экономики 1.0, что обусловлено преобладанием добывающих корпораций в инвестициях и экспорте. В свою очередь, развитие циркулярной экономики в России до уровня 3.0 может осуществляться только в системе масштабных структурных преобразований при проведении государственной политики, основанной на ценностях устойчивого развития.

The article is devoted to the study of the circular economy evolution with the change of its iterations from 1.0 to 3.0, which is presented as a certain structural transformation. The structural elements of the circular economy R0-R9 are considered in relation to short, medium and long production chains. It is determined that the evolution of the circular economy is associated with its spread in the structure of the national economy – from extractive to manufacturing and further to high-tech industries, as well as from the largest corporations to medium and small businesses. The study showed the development of Circular Economy 1.0 in Russia, which is due to the predominance of mining corporations in investments and exports. In turn, the development of the circular economy in Russia to the level of 3.0 can be carried out only in the system of large-scale structural transformations in the course of public policy based on the values of sustainable development.
